Langley South Community Development District
The Langley South Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended, and established on September 26, 2023 by the City Council of the City of Mascotte, Lake County, Florida, Ordinance No. 2023-09-645 to plan, establish, acquire, construct or reconstruct, enlarge or extend, equip, operate, and maintain systems and facilities described and authorized by Section 190.012, Florida Statutes.
The Langley South CDD is located entirely within the City of Mascotte, Florida, containing approximately 464.86 acres, located south of Simon Brown Road, west of Villa City Road, and east of Pablo Island Drive. The District is the best alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities.

The Langley South Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended, and established on S September 26, 2023 by the City Council of the City of Mascotte, Lake County, Florida, Ordinance No. 2023-09-645-to plan, establish, acquire, construct or reconstruct, enlarge or extend, equip, operate, and maintain systems and facilities described and authorized by Section 190.012, Florida Statutes.
The Charter of the District shall be as set forth in Chapter 190, Florida Statutes, as created by general law. Pursuant to Section 190.012(2)(a) and (2)(d), Florida Statutes (2022), and without intending to limit the same, the District's Board of Supervisors may further exercise certain additional powers to finance, fund, plan, establish, acquire, construct, reconstruct, enlarge or extend, equip, operate and maintain systems and facilities for (a) parks and facilities for indoor and outdoor recreational, cultural, and educational uses; and (b) security, including but not limited to, guardhouses, fences and gates, electronic intrusion-detection systems, and patrol cars, when authorized by applicable governmental agencies. Unless expressly authorized by the City as part of a development agreement or other approval, the District shall not provide utility service (water, wastewater, reuse, electricity, cable television, telephone or other telecommunications, dial up or broadband internet, solid waste collection and disposal, or any other utility service), provided however that, notwithstanding the foregoing, the District may construct and/or acquire water, wastewater and reuse utilities and transfer such utilities to the City upon completion, subject to the City's acceptance process and any applicable development agreements and/or approvals.
